CONDITIONS
FOR
DISTRICT
CHAMPIONSHIP EVENTS (LADIES)
1 DEFINITIONS
In these conditions the following terms have the meanings shown
unless the context of the matter requires otherwise.
Bonafide Member
means a member of an affiliated club who is currently financial
at all clubs of which she is a member and not under suspension by any
bowls club / district / state or national body
CDBA
means Cunningham District Bowls
Association
Clubs
means
a bowls club affiliated with the CDBA
Council
means the Council of the CDBA
Controlling Body
means the District, its Match Committee and includes an affiliated club
where duties have been delegated on behalf of the district
Championship
Events
Includes District singles Pairs and fours and includes events
leading to a higher level play off
Currently
financial at an affiliated club/s
Means financial at her club at all times during the currency of
the particular disrict event. i.e. the time of nomination , close of
nominations and scheduled dates of play. Although a club may in its
constitution may offer its members an as of grace period in which to pay
their fees, this has no effect in relation to District Events.
Declared club
means the club from which a member declares for district events in
accordance with BY Law 13
Laws of the Game and
Laws
means Laws of the Sport of Bowls Chrystal Mark Edition as amended
from time to time
Match Committee
means
the Match Committee of the CDBA or any member of that committee acting
for and on behalf of that committee
2 CONTROL
(a)
The appointed Match Committee of the Cunningham District Bowls
Association shall have full control of the conduct of the championship
event in accordance with these conditions, the Laws of the Sport of
Bowls, District rules and by laws. Where necessary the Match Committee
shall have the power to reschedule games and need not assign any reason
thereto.
(b)
Subject to these conditions the Match Committee shall have the
power to enquire into and adjudicate any disputes or interpretations as
they occur
(c)
A decision by the match committee in relation to a decision made
in respect of an event or any adjudication, interpretation or fine
awarded may be appealed in accordance with the district constitution
(d)
Following advice of the draw for any championship event, no other
district event shall take precedence over interfere with or interrupt
the event
(e)
The Match Committee and clubs designated to act as the
controlling body for a district event shall comply with the District
Councils policy in respect of continuation of play in severe weather
conditions
3 ENTRIES
(a)
Members of clubs shall submit entries on the official entry form
and accompanied by the prescribed entry fee, through their declared club
by the closing time advertised by the match committee. In extenuating
circumstances the Match Committee shall have the power to alter the
closing time once it is set
(b)
Entries not on the official form or not containing the required
information, not in a readable form or not received by the closing date
may be declined at the discretion of the match committee
(c)
Clubs will be responsible for ensuring that the entrants from
their clubs are eligible
(d)
No entries will be accepted after the draw has been completed
4 ELIGIBILITY
TO PLAY
Any female member of an affiliated club of Cunningham District
may nominate and play in a Ladies Championship Event provided
(a)
She is eligible under by law 13
(b)
She is a bona fide member of all her clubs and is a declared and
financial member of the club from which she has nominated
(c)
All players in a team shall be declared members of the same
district club
(d)
The Match Committee shall determine all questions of eligibility
5 MISCONDUCT
Where a player becomes unfinancial with her club/s , or has been
suspended or expelled under the rules of any club district state,
including any other club or district, she shall be ineligible to
nominate, compete or continue in any district event
6 PLAYED
IN ACCORDANCE WITH THE LAWS OF THE SPORT OF BOWLS
All district championships events will be played according to the
laws of the sport of bowls mark edition (as amended from time to time)
and are subject to the provisions of the CDBA constitution, rules and by
laws and these conditions
7 DAYS OF PLAY
All championship events will be played on the days/dates
specified
8 KNOCKOUT
PLAY
(a)
All events will be played on a knockout basis
(b)
Length of game
(i)
singles
25 shots up, no time limit
(ii)
pairs
21 ends, no time limit
(iii) fours
21 ends, no time limit
(c)
If the scores are equal at the end of a game, then the provision
of Law 45 will apply
(d)
Weather/ Play
interruptions
(i)
Where a complete round is unable to be played, the Match
Committee will reschedule play to another time/date that will be advised
to players on the day
9 GREEN
The competition shall( unless special circumstances occur which
are specifically approved by the Match Committee) be played on natural
outdoor greens with or without cover
(a)
Clubs are to make their best greens available for the
championships
(b)
Clubs are required to provide the best speed of green allowing
for the prevailing weather conditions
(c)
The width of the rinks shall be not less than 5.0 metres and not
more than 5.8 metres
(d)
The use of an electronic device, e.g mobile phones, radios ,
paging devices etc is not permitted within 10 metres of the green.
However in special cases (doctors pagers etc) the Controlling Body may
vary this condition
10 GREENS
UNFIT FOR PLAY
(a)
In
the event of a club's greens director or other club official
deciding a green is unfit for play, he will notify the Match Committee
(or any member of the Match Committee) of his decision as long before
starting time as is practical
(b)
Comnpetitors involved will not leave the club until the Match
Committee has given approval
(c)
In the event of a transfer of a match or matches to another clubs
green, competitors involved will proceed thereto without delay and
fulfill their engagement
11. COUNCIL
TO SET ENTRY FEES AND GREEN FEES
(a)
The district will prior to calling nominations for a particular
Championship Event determine the entry fees and green fees applicable to
that Championship Event. When making such determination,
the district may make determinations regarding the provision and
maximum cost of morning and afternoon teas and lunches
Differential green fees may apply between morning and afternoon
games
(b)
Green fees will be paid to the club on whose greens the game is
played
(c)
No green fees will be paid in the final
(d)
Adjustment of green fees -
game continued at a different club
When a game is not completed for any reason and is subsequently
continued at a club (other than the one at which it was commenced) the
Match Committee shall at its absolute discretion determine the payment
of additional green fees (if any) by the players and any adjustment of
green fees required between the clubs concerned. It is within the power
of the Match Committee to decide that any additional green fees shall be
paid by CDBA. No additional green fee decided pursuant to this condition
will exceed the green fee originally paid.
12 LIGHTS
MAY BE USED
(a)
Lights will be used as appropriate
to enable the completion of any game or match and when so used then,
subject to other conditions, the game will be played to its normal
duration.
(b)
The decision to allow lights shall remain solely with the umpire
who will, on appeal , take account of the prevailing conditions as
required by the Laws of the Sport of Bowls.
Once the umpire has decided that the use of lights is to be
permitted then the approval for their use lies solely with the official
of the club on whose green the match is being played and such approval
must not reasonably be withheld
13 TRIAL
ENDS AND PRACTICE
Trial
ends and practice are allowed in championship events in accordance with
the Laws of the Sport of Bowls
14 UMPIRES
The host club will appoint a National Umpire (either gender) to
be in attendance. Where no National Umpire is available then the club
shall appoint a suitably qualified person to act as umpire
15 ATTIRE
(a
Players will conform with the Bowls Qld/District dress code and
the Controlling Body has made the following determinations for these
competitions
(i)
Bowls Qld/District approved club shirts and other approved
apparel may be worn provided all players in the team will be similarly
dressed
(ii)
The controlling Body as part of a sponsorship agreement may issue
players and officials with a competition cap or other apparel and
specify conditions for the wearing of such apparel
(iii) Players
entitled to a district cap name badge or splash jacket may wear such
apparel in these events at district level
(iv)
When a competition progresses to a Zone or Bowls Qld controlled
state final, players will conform to Bowls Qld dress standards for a
zone or state final
(b)
The Controlling Body of a club where the match is played will be
responsible for enforcing the dress code
(c)
It should be noted that sponsors logos or other advertising is
only allowed from official sponsors of the club or the district or the
competition,. Clubs are requested not to allow advertising that
conflicts with the competition sponsor
(d)
Where a player is incorrectly attired, she shall not be permitted
to participate until she becomes correctly attired. If a player refuses
to correct her dress, then after an official warning her team shall be
disqualified
(e)
The Controlling Body shall exercise discretion where there are
extenuating circumstances such as a player replacing an ill player
(f)
Mufti clothing is not allowed to be worn by any player (male or
female) playing a game on the same green as district championship play.
16 WITHDRAWAL
AND/OR FORFEIT
(a)
Any player or team intending to withdraw from a scheduled round
must notify the match committee ( not opponent or club)
(b)
If a player or team fails to appear within thirty (30) minutes of
the appointed starting time, the opponent will be granted a forfeit
17 FORFEITING
WITHOUT JUSTIFIABLE CAUSE
(a)
If without justifiable cause any team/player fails to fulfill an
engagement, the team/player will be liable to a penalty not exceeding
$15 per player with a maximum penalty of $60 for any one offence. Any
player so fined has the right of appeal to the Council.
(b)
The liability for the collection and payment of fines will rest
with the Secretary of the defaulting members club.
(c)
In addition , a team/ player may be disqualified from entering
CDBA competitions for a period of up to two(2)years
(d)
In the event of a fine being imposed, up to half of such fine may
be paid to the club on whose greens the match was originally scheduled.
This is by way of compensation for the loss of green fees
18 MATCH
RESULTS
Club officials are required to ensure that correctly completed
score sheets are forwarded to the Match Committee immediately following
completion of the days championship events. If the subsequent round is
to be played the next day, the club official will arrange for the score
sheets to be delivered by any suitable
means to the next club prior to the scheduled start of play on the next
day. In addition these results are to be telephoned/faxed to the Match
committee
19 PENALTY
FOR THE BREECH OF THESE CONDITIONS
Where a penalty is not specified the penalty for a breech of
these conditions will be determined by the match committee at its
absolute discretion. the committee may disqualify a player from the
event
2O JUNIOR
CHAMPIONSHIPS
(a)
The council may conduct Junior Female Championships
(b)
Where such Junior Championships are conducted
(i)
The District Management committee at its discretion shall
determine which Junior Championships are conducted in any particular
year
(ii)
Such championships will be conducted in conjunction with the
district championships and under the same conditions as are appropriate
(iii) The
District Management Committee will not be under any obligation to
continue with these championships if it decides otherwise
(iv)
The district Management committee may set different fees and
charges for these championships
(v)
Should there be less than an acceptable number of entries, the
District Management Committee may cancel a championship.
21 TROPHIES
Any trophy prize offered for any Championship Event shall be
determined by Council. The council may vary the value of any such trophy
/prize from year to year.
NOTE: THESE RULES
WILL REMAIN IN FORCE FOR A PERIOD OF THREE (3) YEARS
